Minor release of HI Service conformance documents v5.1

The Australian Digital Health Agency recently published an update to the Healthcare Identifiers (HI) Service Conformance Documents suite of materials. 

This release expands the scope of the conformance profile to support access to the HI Service for two new entity types (healthcare support service provider and health administration entity) introduced as part of the Healthcare Identifiers Act 2010 legislation changes in November 2025. 

Other changes include:

• Conformance Requirements 
  • Clearer guidance for software interpreting HI Service responses and Healthcare Identifier status
  • Introduction of a requirement to prohibit basic demographic only searches to align software behaviour with what the HI Service currently supports
  • Improved readability and consistency through editorial updates
• Conformance Test Specification 
  • Updated content in relevant use case worksheets according to the changes specified in HI Conformance Profile v5.1
• Implementation Conformance Statement  
  • Changes made to align with updated HI Service Conformance Profile v5.1

Conformance assessment

If you would like to upgrade to HI Service Conformance Profile v5.1, you will need to conduct a Notice of Connection (NoC) testing with Services Australia and an observed conformance assessment with the Agency. The full process is explained on the Agency’s Digital Health Implementer Hub guide: HI Service - Test and Go Live.
